This article by Bob Thompson for the Washington Post on August 2, 2004, describes the process of creating the Collections Research Center in Suitland Maryland.  This is part of the National Museum of the American Indian of the Smithsonian Institution.  I had the priviledge of being part of the original planning team as Deputy Director for Public Program Planning from 1989-1991.  This article does a good job in describing not only the process but the tensions.
